James Fuller

 A Governmental Reform expert with over 20 years of experience in development and implementation of police training programs, as well as public engagement programs for the community. Specific experience includes work on Community Policing projects funded by the International Organization on Migration in Tbilisi, Georgia, as well as an OSCE funded project in Bishkek, Kyrgyzstan. During these programs, engaged in active collaboration with key stakeholders in the formulation, development of resources, and initiation of successful community policing and police reform programs, as well as dealt with Ministry level mangers within the Russian Federation, Central Asia, and Caucasus regions.Highlights from a distinguished law enforcement career include serving for 13 years as a Sergeant/Shift Commander with the Winooski Police Department in Winooski, VT 

  My international experience includes both with the OSCE (Organization for Security and Cooperation in Europe,) and the IOM (International Organization on Migration.) Both of these multi-national organizations have given me extensive experience in program management, budgeting, human resource management, and communication skills.

My extensive public service in law enforcement have given me valuable communication skills including negotiating and arbitration abilities.

I would bring this experience with me to the Council.
